BJP Rajya Sabha MP Kirori Lal Meena, a tribal leader, has demanded Prime Minister Narendra Modi’s intervention into the Supreme Court ruling that asked the government to implement 13 points roster system in department wise reservation in universities. Meena has decided to raise the issue and he going to meet the PM in a couple of days.

“The ST, SC and OBC sections are unhappy with 13 points roster system ruled by the apex court. The decision will affect the interests of the students belonging to the castes. I have sought time to meet PM Modi seeking his intervention into the matter,” Meena tweeted while tagging Modi and Union law minister Ravi Shankar Prasad.

The apex court on Tuesday quashed two petitions filed by the human resource development ministry and the University Grants Commission (UGC) challenging an Allahabad High Court ruling in favour of department-wise reservation in the universities. The UGC, in its guidelines, provided for treating the whole university as a unit for the purpose of reservation, the high court had ruled in the favour of department-wise reservation. The SC has upheld the High Court decision while rejecting the UGC plea.

Since departments have very few posts, the universities started applying a 13-point roster quota system in which the first three positions go to the general category, the fourth to Other Backward Classes, the seventh to Scheduled Castes and the 13th to Scheduled Tribes. But this means that in smaller departments, the chances of SC and STs getting reservation diminished.

“With 13 point roster system, the job opportunities of ST, SC and OBC will be zeroed down, hence, I demand the government to intervene and implement the old system. I am with the affected students on the issue. With the intervention, the government will ensure Sabka Sath, Sabka Vikas (collective efforts, Inclusive growth),” said Meena in another tweet.
