Maharashtra: Colleges, Universities to appoint Lokpal

Announcing that Lok Pal would be appointed by every college, educational institution and University in the state to sort out grievances of the students community availing higher education, Education minister Vinod Tawde on Saturday stated that Maharashtra was first state to appoint Lok Pals for student's grievance.

Addressing a press conference at his office in Mantralaya, Tawde informed that he has came across complains by various students when he travels all over the state. He said that there are various mechanisms for grievances of teachers, professors, principals but despite entire higher education being student-centric, there is no mechanism for redressal of their grievances. He informed that through changes in statute the provision for appointing Lok Pal has been made.

Tawde informed that in next 2-3 months, the preparations for implementation would be there and Lok Pal would come in to force from coming academic year starting from June 2019.

Tawde informed that the statute providing for students grievance redressal cell at college level as well as University level. He informed that the students can take up their complain with the students grievance redreassal cell at college level or if an umbrella educational institution has many colleges the student can approach the cell at institutional level. He told that every University would be appointing Lok Pal for this purpose and it would be made mandatory to give hearing to student through him or his representative including a lawyer. Tawde informed that directions are being given so that the stipulated time period for grievance redressal is either 15 days or at the most a month.

The students have some 15 types of complaints about the college or educational institution which are incorporated in this mechanism. He informed that not giving admission on the basis of merit, irregularities in admission process, rejecting admission, not publishing the brochure of the institution as per the prescribed proforma, refusing to give back certificates of the student, charging extra money than the prescribed fees, not following the reservation norms and rules in admission process, discrimination on the basis birthplace, religion, gender, class etc are some of these.

Tawde informed that the educational institutions have been directed to publish prospectus 60 days prior to admission and make it available to students. He said that the entire information in the prospectus should be given on the website of the institution. He said that the price of the prospectus has to be decided on the basis of printing cost and circulation there by no going for profiteering. The minister informed that educational institutions have been told that the prospectus should provide detailed information of the courses, fee structure and faculty along with infrastructure.
