Land owners, who will be losing their properties to the formation of the K Shivaram Karanth layout that was approved by the cabinet last year, have been objecting to this move by the Bangalore Development Authority (BDA). Most of them are not happy with the compensation package offered to them.

BDA officials admitted that the agency has received over 12,000 objections. Most of these include requests from people who do not wish to give up their property or from those demanding a compensation amount higher than what is being offered by the government.

As of now, the government has offered 40% of the developed land along with a monetary compensation to those losing their lands to the layout project. The monetary compensation includes a guidance value ranging from Rs15-50 lakh, depending upon the village, 30% as solatium and 12 % interest from the date of issuing the preliminary notification on the guidance value.

The officials are now planning to put forth a proposal to the state government, requesting them to increase the compensation package. In the meanwhile, the BDA has also proposed to the government that the existing land owners be exempted from paying the stamp duty once again for the compensatory site.

For every acre acquired, BDA will award 9,583 square feet of land to the owner. Those who do not wish to opt for this new land policy will be given monetary compensation and a site as an incentive, based on the provisions mentioned in Section 11 of the Land Acquisition Act, 1849.

The BDA is developing five layouts in the city, of which 100 acres in each layout will be dedicated to group housing projects catering to the economically weaker sections and those who do not own a site.

The layout story
Dr K Shivarama Karanth Layout will be developed in the areas lying between Doddaballapur Road and Hesaraghatta Road, covering an area of 3,546 acres
and 12 guntas that is spread over 17 villages.

The layout will be developed at an estimated cost of Rs1,847 crore and will incorporate nearly 18,975 sites of various dimensions. The layout has been named after veteran writer and Jnanapeeth awardee Dr K Shivaram Karanth.

As per the approved plan of the cabinet, 40% of the developed land will be used for infrastructural development and 55% will be earmarked for sites.

Of this 55%, the BDA will share the space and allocation with existing land owners.

40% of this 55 per cent of land earmarked for sites will be returned to the farmers whose lands will be acquired to develop the layout, as a compensation.
