De-silting scam: BMC blacklists all 24 contractors

After BMC's high-level probe into the Rs150 crore de-silting scam nailed shoddy work by its contractors, the civic body on Monday ordered blacklisting of all contractors involved in de-silting work.

The BMC had already blacklisted three contractors in the de-silting scam in September and according to officials this was the biggest crackdown on contractors in the recent past.

The probe revealed that not only did the contractors do sub-standard work, but openly cheated the BMC by inflating the claims for no work. With the probe report's findings exposing glaring irregularities in de-silting work, BMC chief Ajoy Mehta had ordered for stern action. The BMC had given out 32 contracts that were bagged by 24 contractors.

Mehta had ordered that FIRs be registered against all contractors and a departmental enquiry be initiated against tainted officials. The blacklisting is part of the BMC's action following the orders. The backlisting is being done by the civic city engineer. A copy of the blacklisting order is with dna.

"We have initiated the process for blacklisting. We will issue show cause notices to the contractors and then blacklist them," said a senior civic official.

According to the report, all contractors involved in de-silting work duped the BMC. The BMC probe panel led by additional municipal commissioner Sanjay Deshmukh examined the records of trips that the contractors' trucks made from various drains in the city to the designated dumping grounds. The report claimed that there were irregularities in 65 to 70% of the work.

"There were supposed to be 56,000 trips over a period of 45 days. This means that there should have been at least 1,244 trips per day. These many trips were never done by any contractor," said a senior civic official.

BMC's claims of being rain-ready were washed away with a heavy downpour on June 18 and 19. The civic body had reportedly spent Rs150 crore on the preparations, but not just the low-lying areas, several other localities were also water-logged. Following the floods, Mehta ordered a probe into the de-silting operations.

Following an interim report, Mehta suspended 14 officials and registered FIRs against three contractors in connection with the scam. While 10 engineers from the Storm Water Drain (SWD) department were suspended, the civic body also suspended chief engineer (Vigilance) Uday Murudkar, six sub-engineers, four assistant engineers and three supervisors from the SWD department.
