Women’s Reservation Bill: Can quota only be implemented after 2029? Reason behind likely delay

As the Women’s Reservation Bill is once again set to face a litmus test in the Parliament, Opposition has claimed that the quota can only be implemented after 2029.

After 27 years, the Union Cabinet decided to clear the Women’s Reservation Bill, which was introduced in the Parliament once again during the Special Session and is on the verge of becoming a law, giving 33 percent reservation to women in Lok Sabha and state assemblies.

However, the Opposition has said that according to the calculations, the new bill can only be implemented after 2029, which means that there are still six years before women will be getting reservation in the Parliament.

The Opposition alliance ‘INDIA’ has termed PM Modi’s latest move as a “betrayal” referring to the fact that the Women’s Reservation Bill can only be passed after the Census is held, and the Delimitation Commission is appointed.

Congress MP Manish Tewari wrote on X, “Second Census has to be held. 12 months at least . ( Census of 2021 still not held ) Third Census results have to be processed and published- 12 months more to do a proper job at tabulating results of the decadal excersize. Fourth Delimitation Commission has to be appointed. Fifth - Delimitation Commission will identify criterion for reservation. Sixth - it will reserve 1/3 rd SC Constituencies, 1/3 rd ST constituencies 1/3 General Constituencies. OBC’s are demanding separate reservations for men and women."

After the bill becomes a law, the 33 percent reservation in Lok Sabha can only be implemented after the delimitation and the redrawing of the constituencies, which is only possible after the Census is conducted, expected to take place in 2027.

The census was supposed to be conducted in 2021 but was delayed because of the Covid pandemic, so it is expected that the next Census will take place in 2026. The bill is set to remain in force for 15 years after it becomes an Act, but the term can be extended.
