India and China came together through a joint training programme that will provide assistance to Afghanistan's diplomats, and said they will increase cooperation on Afghanistan in the coming months and days.

China's ambassador to India Luo Zhaohui said, "Training of diplomats is just the first step. Discussion will now move on how to upgrade and cooperate on other concrete projects. This is just the beginning for India and China to cooperate on Afghan issues."

The plan for the training of Afghan diplomats was agreed at an informal summit in Wuhan between Prime Minister Narendra Modi and Chinese President Xi Jinping. As part of the plan, 10 diplomats will spend two weeks in New Delhi and then fly to Beijing for further training. "Both China and India support an Afghan-led and Afghan-owned peace and reconciliation process. We uphold that Afghanistan should realise peace, stability and prosperity. We both are against terrorism," Luo said.

Over the years, countries like Pakistan have sought Beijing's entry to SAARC in order to balance India. Luo called for 'China-India Plus' cooperation, which should be extended to other countries apart from Afghanistan as well. "It can be extended to countries such as Nepal, Bhutan, Maldives, Iran and Myanmar. We can also join hands under the mechanisms of SAARC, BIMSTEC and BCIM to promote regional peace, stability and prosperity," he said.

Chinese media had reported that India and China are planning on a rail link connecting Afghanistan and Uzbekistan. Regarding connectivity, Luo said, "We are talking a lot about regional connectivity initiatives such as the international north-south transport corridor, India-Afghanistan-Iran transit and trade arrangement, and China-Pakistan-Afghanistan cooperation. All of these have provided a solid foundation for the current and future cooperation between China and India in Afghanistan."
