Maharashtra Chief Minister Uddhav Thackeray has already ordered a probe into the incident that left lakhs on people in the financial capital of India affected.
After facing a major power outage for around two hours, Mumbaikars got some relief after the electricity supply was restored in most areas.
Local trains also resumed services after they were held up due to the blackout. Thousands of passengers were stranded as the trains halted.
"Tata Power has progressively started restoring supply to all its customers starting from 12 noon and has restored supply fully," the company said in a tweet.

State Energy Minister Nitin Raut has said that the power outage was caused by 'technical problems' during maintenance work.
Western Railways have also confirmed the resumption of services. "As the power supply is restored in Western Railway's Mumbai Suburban section, all overhead equipment (OHE) have been charged at 12.20 hrs and Western Railway's suburban train services are restored," Sumit Thakur, CPRO, Western Railways said.
The massive power outage affected daily life in the financial capital of India. Tata power through its Twitter handled, said that simultaneous substation tripping in MSETCL's Kalwa, Kharghar causing a huge dip in frequency in the Mumbai transmission system which led to tripping of Mumbai power supply.
"At 10.10 am there were simultaneous substation tripping in MSETCL's Kalwa, Kharghar causing a huge dip in frequency in the Mumbai transmission system which led to tripping of Mumbai power supply. Restoration work in is in progress to bring supply from the 3 Hydro units and Trombay units once the MSETCL transmission lines are connected. inconvenience is regretted," the Twitter post read.
Juhu, Andheri, Mira Road, Navi Mumbai, Thane and Panvel were the worst affected areas due to power cut.
