'Rank outsider' Khattar brings in reform in a casteist state

A state that suffers from corruption, casteism, nepotism, female infanticide, and, above all, honour killing, often describes its Chief Minister as a "rank outsider". Manohar Lal Khattar often faces the wrath of a politically dominant community that calls him "migrant Punjabi". Surely, Khattar (Khatri) is the fifth non-Jat Chief Minister, after the first CM Bhagwat Dayal Sharma (Brahmin), Rao Birendra Singh (Ahir), Banarsi Das (Baniya) and Bhajan Lal (Bishnoi). Out of 10, five were Jat chief ministers.

Khattar was born and raised in Rohtak district where his farmer father migrated from Jhang, which is now in Pakistan. The family is Punjabi-speaking, something which robust Haryanvis do not like.

In 2014 Khattar, a Rashtriya Swayamsewak Sangh (RSS) pracharak, was asked by the organisation to play an active role in politics. He was nominated as BJP's candidate from Karnal. The party's workers and supporters in Karnal launched a signature campaign, asking the party leadership to field a local candidate instead of him. Such slogans as "Bahari bhagao, Karnal bachao" (Send the outsider back home, save Karnal) was coined against him.

However, when he was elected and the BJP got the majority to form the government, Khattar was the unquestioned choice to become chief minister. He was backed by none other than Prime Minister Narendra Modi, his old acquaintance since their RSS days. But in political circles, a non-Jat chief minister was not palatable.

No doubt, the task ahead of Khattar was daunting and as he was settling down, the violent Jat agitation had erupted. There were mass-scale rapes taking place. New to active politics and administration, he used his experience as a grassroots worker. Not only did he manage to subdue the anger among the Jats but also put Haryana back on the track of development.

He was sensitive to Haryana's appalling record with regard to women. Khattar launched the Beti Bachao, Beti Padhao Yojana, which was flagged off by PM Modi. On January 16, Khattar made known that his State's sex ratio at birth had crossed the 900-mark for the first time in a decade (According to news reports).

Khattar announced that Haryana will have an all-woman police station in each district and around 500 female constables will be recruited. He also started a 24×7 portal called 'Harsamay' through which anybody can file a complaint online.

The Chief Minister's Good Governance Associates (CMGGAs) programme dispatched highly competent and honest officials to each district to check what was lacking in public delivery and improve the system of various departments and take immediate corrective measures. With a view to bringing transparency in governance and ensuring prompt redressal of people's grievances, CM web portal, and a CM Window were launched in all districts. This is in line with the PMO's portal and it has been designed to meet the twin objective of minimum administration and maximum governance. He sent competent officials to various districts to improve the delivery system.

Khattar became the first chief minister from north Indian states to seek FDI from Singapore. The Haryana Government signed five agreements with Singapore-based firms to attract Rs 18,000 crore investment in infrastructure and industrial sectors. He wants to make the state a corporate capital, an industrial hub, along with a residential and entertainment centre, while retaining the edge it enjoys in manufacturing, services, and knowledge sectors.

It was his deeds and track record that made Amit Shah, President, BJP, rule out any leadership change in Haryana. Shah, who is a hard taskmaster, praised the Khattar government, especially its performance in improving the skewed sex ratio.

Khattar belongs to a new group of BJP chief ministers who have risen on the basis of their sheer hard work and leadership qualities. He has not only further expanded but also consolidated the BJP base in the Jat land, thus burying any doubts about who will lead the party in next elections.
