Engineers, MBAs and PhD holders are among over 93,000 applicants for the 62 posts of messengers in the telecom department of the Uttar Pradesh Police, a job for which minimum eligibility is class 5. 50,000 graduates, 28,000 post-graduates and 3,700 PhD holders have applied for the vacant posts. 

The whopping figure of over-qualified candidates seeking government jobs comes at a time when the BJP governments at the Centre and the state have been making tall claims about creating job avenues for qualified youth. 

The 62 posts had fallen vacant after 12 years. The job requires delivering the telecom messages to different police departments like a postman. Since qualifications for the vacant peon-messenger posts are still age-old and were never changed with the time, it also requires a self-declaration from the candidate that he knows how to ride a cycle.

The department is confused after receiving over 93,500 applications from over-qualified candidates, which include many BBAs, MBAs and B.Techs. Out of total applications received August 16 - the last date for submitting the application - only 7400 are below Class XII. The salary, job security and pension are perhaps reasons for attracting so many over-qualified candidates for the job

The job guarantees a salary and perks worth Rs 20,000 per month.  

PK Tewari, the Additional Director General (ADG) Telecom, UP Police, said that the department is overwhelmed with the response from the well educated and technical candidates for the clerical posts. “It is good for the department to select more educated candidates so they can be used for other works also,” he said.

The overwhelming numbers of over-qualified candidates and large number of applications has forced the department to change the selection procedure. Earlier, the selection used to be made on a cycle ride test. Now the department is thinking of holding a written test to check basic general knowledge, reasoning and elementary mathematics of candidates.

To make the section procedure transparent, the department is likely to hire a private agency to conduct the written examination in free and fair manner.
