Centre says CAA rules under preparation, no decision on nationwide NRC yet

The government also clarified on Tuesday that there has been no decision yet on a nationwide National Register of Citizens (NRC).

The rules for Citizenship (Amendment) Act, that was notified in December 2019 and came into force with effect from January 10, 2020 are under preparation, Union Minister of State for Home Affairs told Lok Sabha on Tuesday.

In a written reply, the minister said that the committees have granted an extension till April 9 and July 9 to frame the rules.

"The Rules under The Citizenship (Amendment) Act, 2019 are under preparation. The Committees on Subordinate Legislation, Lok Sabha and Rajya Sabha have granted extension of time up to April 9 and July 9, respectively to frame these rules under the CAA," Rai said.

The government also clarified on Tuesday that there has been no decision yet on a nationwide National Register of Citizens (NRC). It may be recalled that Union Home Minister Amit Shah had earlier said that the CAA would be followed by the CAA.

Centre has also said that right now, it is not considering country-wide NRC.

Notably, the Parliamentary Work manual states that "statutory rules, regulations and bye-laws will be framed within a period of six months from the date on which the relevant statute came into force". If the ministries and departments are unable to frame the rules within the prescribed period of six months, "they should seek extension of time from the Committee on Subordinate Legislation stating reasons for such extension", which cannot be more than for a period of three months at a time.

The CAA was passed in December last year. The law grants citizenship to Hindu, Sikh, Buddhist, Jain, Parsi, and Christian refugees from Afghanistan, Bangladesh, and Pakistan and came to India before 2015.
