Today, the country got the new Parliament building and the first bill was introduced in the new Parliament House – the Women's Reservation Bill. The government has named it as 'Nari Shakti Vandan Bill'. This bill was brought as soon as the proceedings started in the new Parliament House. Union Law Minister Arjun Ram Meghwal introduced this bill on which there will now be a debate in the Lok Sabha on September 20. 

Under the Women's Reservation Bill will be guaranteed a 33 per cent reservation of seats for women in the Lok Sabha and state assemblies. Women from the same community will get the benefit of reservation on 33 percent of the seats reserved for SC-ST.

It is proposed in this bill that women's reserved seats will be rotated after every delimitation process. That means the seats reserved for women will be changed. Through delimitation, Lok Sabha and Assembly seats are re-determined.

According to this bill, the time limit of the Women's Reservation Act will be 15 years i.e. this reservation will end after 15 years. However, after that, this reservation can be increased through amendment in the Parliament.

That is, in simple language if this bill is passed and becomes a law, then every third member of the Lok Sabha and state assemblies will be a woman. But the thing to understand is that even if this bill is passed, it will not be applicable in the 2024 Lok Sabha elections. Understand why it won't happen. The bill states that. 

Women's reservation will be implemented only after delimitation. And the next delimitation will happen when the new census is conducted. And it is almost certain that census and delimitation will happen only after the general elections. This means that even if the Women's Reservation Bill is passed and becomes a law, it will not be implemented in this Lok Sabha election.

But you will be surprised to know that this bill giving 33 percent reservation to women is not new. This bill was first introduced in the year 1999. Today, the entire opposition, including the Congress, is supporting this Women's Reservation Bill brought by the Modi government.
