Senior BJP leader Kiran Ghai today lambasted Rahul Gandhi for his accusations during his election meetings in Bihar that central funds did not reach the targeted people in the state, saying the Congress leader had no knowledge of the country's federal structure.

"It appears that the AICC general secretary has no knowledge of the federal structure and distribution of resources between the Centre and the state," Ghai said in a statement in Patna.

Instead of making a sweeping remark, Rahul Gandhi should have praised the efforts of the NDA government for bringing the state's economy back on the rails, the the party's national vice-president said.

Bihar's plan outlay in 2001-02 was a meagre Rs1,471 crore but rose to Rs20,000 crore in the fifth year of Nitish Kumar's regime, Ghai, also a Bihar MLC, said adding the state repaired 1.657 km of dilapidated national highways from its own resources and the Centre was yet to compensate for it.

She said the youths of Bihar would not be guided by Gandhi's call to 'push aside tired politicians and bring forward young faces to change the destiny of Bihar'.

Congress has no base in Bihar and cannot be a contender for forming the government in Bihar.

"He (Rahul) is daydreaming about making a repeat of Uttar Pradesh in Bihar," Ghai added.
