Chief minister Vijay Rupani wishes the budget of upcoming fiscal year to be a populist one. The chief minister on Tuesday called a meeting of all the ministers in his cabinet and finance department to follow the center's model while preparing the budget.

The state government is going to present the budget on February 19 and since the Lok Sabha polls are approaching, it is going to be a 'vote on account' kind of budget, but the CM also wishes to please the needy through this budget, added highly placed sources in the government.

Suorces said, "The chief minister analysed the budget presented by PM Narendra Modi-led central government. He observed that the center, though it being a vote on account, made many announcements of schemes for different classes. The chief minister is also of the opinion that Gujarat government's budget should be along the lines of the central budget."

"The CM has asked all departments to prepare lists of the schemes that could please all classes of society. It is going to be a vote on account but as per the CM's opinion, it should be the populist one and therefore, one can expect much more from this budget too," added the sources.

Just like the central government, the state would also announce schemes with retrospective implementation from December 2018 and the benefits would be given from March 1 or the new fiscal year. The expenditure after the schemes would be added into revised estimates of the budget of the present fiscal year, the sources further added.

The sources also said, "It is also likely that the tax benefits on the goods that the state government has the power to decide upon, can be announced. The implementation, however, shall start from upcoming fiscal year, the same way the center announced Income Tax relief. This would definitely appeal to the voters of Gujarat before Lok Sabha polls."

CM VEXED OVER POOR SCHEME IMPLEMENTATION

Rupani was displeased at the departments which failed to implement the schemes announced in the last budget. The departments which did not spend major budget grants for welfare schemes, were asked by the CM to release the grants immediately for development works.
