Although the boundary of the Mumbai Metropolitan Region (MMR) has been extended up to Boisar in Palghar taluka, the Mumbai Metropolitan Region Development Authority (MMRDA) has stalled extension of the proposed Bhayander-Virar Metro corridor till Boisar. The MMRDA said there are not too many commuters in the area to make the project a viable investment.

The MMR's boundary was extended up to Boisar following an approval by Chief Minister Devendra Fadnavis on Wednesday but, an extension of the proposed Metro corridor till Boisar is not on the cards, the MMRDA said. As per plans, in the next five years, one will be able to travel between Churchgate and Virar seamlessly by using multiple Metro corridors. However, to travel beyond Virar, one might have to rely on the rail and road services considering a Metro line can only be constructed when the population increases in a few years.

RA Rajeev, metropolitan commissioner, MMRDA said, "A Metro corridor is viable only when we have a sizeable population. The MMR increased its boundary since the area here is increasing; the population has not risen as much."

The commissioner further said, "We are planning to have growth centres in Virar and Boisar that may attract a Metro line but, space here will be occupied by the upcoming bullet train between the city and Ahemdabad. A Metro line will always pass through habitation with people living alongside. It cannot run via places like highways and coastal roads or locations without a catchment area."

The MMRDA is currently in the process of preparing a detailed project report for the construction of Metro-13 corridor between Bhayander and Virar.

The MMR extended its boundary on Wednesday, including areas like the Palghar taluka, Vasai, Alibaug, Pen, Panvel and Kahalpur in the Raigad district. The extension means that MMRDA's scope as a special planning agency has been widened. The MMRDA anticipates the city's population to go down by 2041, as it expects people to move to neighbouring satellite townships of Navi Mumbai, Vasai-Virar and Kalyan-Dombivali. The MMRDA has stated this in its Regional Plan (2016-2036).
