Maharashtra govt declares rehab plan for residents of transit camps

The state government has finally come out with a solution for transit camps and the residents who have been languishing there for over three decades. The government has introduced a rehabilitation plan which includes even those who have either purchased property at the transit camp from the original beneficiary and even those who have taken unauthorised possession of property in the camps.

Out of the 21,135 transit tenements, out of which, as per data from up till 2013, 8,448 tenements are illegally occupied.

Transit camps are where residents of dilapidated cess buildings that fall under the Mumbai Repair and Reconstruction Board of MHADA are shifted and accommodated in cases of building collapse.

As per a government resolution which was issued on Friday evening, the occupants of the 56 transit camps occupying more than 21,000 tenements will be divided in three categories.

The first are residents who have been shifted by MHADA's repair board, who are legal tenants stuck there. The government plans to in-situ rehabilitate such tenants of transit camps. That is, the tenants will be rehabilitated at the same place where the transit camps currently stand, without any cost.

In the second category, the government has put people who hold a power of attorney, which means who bought houses in the transit camp from the original beneficiary. Such tenants will be charged construction cost plus infrastructure cost and will be given an area equivalent to the one they are currently residing in when there's redevelopment.

The third category includes those who have taken unauthorised possession of the transit camps. These people, who fulfill the criteria of the Pradhan Mantri Awas Yojna (like no homes in their name anywhere in the country) will also be rehabilitated. These people will also have to pay construction and infrastructure cost. They will also be given an area equivalent to their existing tenement area.

In addition, the last two groups will be rehabilitated when there's redevelopment and if not at the same place, then anywhere else within the city limits.

The eligibility of the authorised and unauthorised tenants will be decided by MHADA. The beneficiaries of this project won't be able to avail the benefits of any other government housing scheme.

MHADA started a survey of the transit camps in 2010 and has been initiating action against illegal occupants since then.
