The Kolkata Municipal Corporation might be in trouble for losing hundreds of crores of properties from its kitty without any records or transaction details.
In a recent letter to the chief manager (revenue) and chief valuer and surveyor of the corporation, the Comptroller and Auditor General of India (CAG) has raised the question, reports Ananda Bazar Patrika, a daily newspaper in Bengal.
The suspicion arose because of an annual book published by the corporation called "Inventory of Immovable Properties". The book for 2014-15 was released during the Budget and a copy of it was sent to the CAG office. This book contains the details of 15 major wards from Kolkata that otherwise comprises 141 wards. The details include all big properties, their valuations, ownership.
The CAG letter says that for most properties, the assessee number has not been provided. This number is crucial to understand the ownership of any property. Even where the number is provided, the corporation is not the owner.
The corporation is investigating the matter after receiving the letter. The newspaper reports that the first around 200 numbers that have been verified confirm that the ownership has changed hands from the corporation. The case is being investigated by the corporation and the mayor told the paper that the ownership rights of the properties could be cancelled if there are illegalities proven in the transactions.
The Kolkata Municipal Corporation has been in trouble recently also due to a billboard scam where the details of non payment worth around Rs 16 crore was deleted from the accounts. The non-payment of the private companies were deleted allegedly so that they could participate in a fresh round of tenders for advertising and putting up billboards in the city.
