Gujarat: Fee Regulatory Committee chief, member's appointments illegal

In a major allegation, school parents association members have termed appointment of the Fee Regulatory Committee (FRC) as illegal and have sought a reply from the state government on the same.

Prakash Kapadia, President of Jagega Gujarat Sangharsh Samitee and vice-president of Parents Ekta Manch has written a letter to the Chief Minister Vijay Rupani, chief secretary JN Singh, and Ajay Bhatt, deputy secretary, education department drawing their attention to appointments of two members including the chairman of the FRC. As per the Gujarat Self-Financed (Regulation of Fees) Act, the lower cut-off set by the state government is at Rs 15000 for primary, Rs 25000 for secondary and Rs 30000 for higher secondary schools. Schools that propose to charge beyond the cut-off were asked to approach the FRC justifying their fees.

Kapadia's letter said, "There is no clarity on the rules concerning chartered accountant, whether he/she should be a practising one or not. Majority of parents feel that some misuse of law has been played by appointing the committee members and for that they have made an agitation against FRC office too.

As per a copy furnished by the Institute of Chartered Accountants of India, the accounting practice of Durgesh Buch, one of the members of FRC has been cancelled and his membership has been removed from April 2017. Interestingly, he was appointed on April 25, after 24 days of cancellation of his membership. In this case, the state government has breached the rules of and his appointment is illegal."

Speaking with DNA, Kapadia said, "It appears that the decisions taken by the FRC are against the interest of parents as well as school management and both are unhappy with the fees decided."
