A new policy for private tankers, brought in to check the tanker mafia in the city that was allegedly causing huge losses to Brihanmumbai Municipal Corporation (BMC), is likely to get approved in a fortnight. At present, the civic health department is studying objections and suggestions it has received on the draft policy.

Though the civic body had received less than 10 objections and suggestions from residents towards the new policy, the health department is studying each opinion to remove any loopholes.

Ashok Tawadiya, chief engineer, (hydraulics), BMC said, “At present, the health department is going through the opinions received on the new policy. This policy will be incorporated with suggestions from the health department and will be submitted to the civic chief.” He added that the whole process is likely to take about 10 to 15 days. There have been allegations that tanker mafia in the city are causing a huge loss to Brihanmumbai Municipal Corporation (BMC), following which, the civic chief had directed the civic hydraulic and health departments prepare comprehensive water tanker policy guidelines. In April 2017, the civic body had released a draft policy for water tankers. The civic body had also given 15 days’ time to residents to send their objections and suggestions on the draft policy. However, the deadline for these suggestions and objections ended on April 15, 2017, and the civic body received less than 10 suggestions.

As per the new policy, it has made installation of water meters and night vision closed-circuit television (CCTV) cameras mandatory at tanker-filling points. It also made the health department’s license compulsory for every tanker.

Analysis

The new policy for private water tankers has been brought in the backdrop of allegations that a private water tanker mafia is operating in the city and causing huge losses to BMC.
The civic body has made several provisions in the new policy to curb the possibility of illegal operations of tankers with use of technology and vigilance.
