Congress govt summoned new session against norms: Kailash Meghwal

The outgoing Speaker charged the state government with overlooking parliamentary rules and traditions in summoning the session for the 15th Assembly.

Kailash Meghwal, who has returned to Rajasthan Vidhan Sabha for seventh time after winning the recently concluded elections in the state, is upset over the newly-elected Congress government's decision to call in the Assembly session against norms and without bringing it to his knowledge.

Meghwal, who has served as the Speaker of the 14th House during the previous Vasundhara Raje government, said that the Ashok Gehlot government did not inform him before summoning the first session of the newly-constituted 15th Assembly.

The outgoing Speaker charged the state government with overlooking parliamentary rules and traditions in summoning the session for the 15th Assembly.

"The Chief Minister or Parliamentary Affairs Minister of the new government should have discussed the matter with me before summoning the new session," Meghwal told reporters.

He added, none of the government nominees chose to have a "formal discussion" with him before recommending the new summoning of the new session to the Governor of Rajasthan.

He told reporters that the government also ignored the rule that mandates issuing a 21-day notice prior to summoning the Assembly session.

Meghwal was in the news a few weeks ago for reportedly allotting about 40 houses to the newly-elected MLA's citing his position as the Speaker of the Assembly. Meghwal had claimed that he had done so using his powers as the Speaker as he holds the office till a new speaker is elected.

Later, the government constituted a committee of cabinet ministers comprising Raghu Sharma and Shanti Dhariwal to allot the houses.

In the meanwhile, his colleague in the Vidhan Sabha and former home minister in the Raje government, Gulab Chand Kataria, has been appointed as the Protem Speaker of the Assembly. "Kataria is the senior most member of the Legislative Assembly and was recommended for presiding over the new session," an official said.

When Raje took charge of the government in 2013, senior Congress legislator Pradyuman Singh was appointed the protem speaker of the 14th assembly, sources privy to the matter, said.

Earlier, an agitated Meghwal on Thursday, had even met the governor Kalyan Singh with his complaint.
