Modi 'sadbhavana' sops way beyond Gujarat’s annual plan

Chief Minister Narendra Modi ended the series of one-day Sadbhavana fasts at Ambaji on Sunday announcing developmental works of Rs1,700 crore for Banaskantha, which was preceded by similar announcements at the other places which hosted the fasts.

The result is that the series of announcements made by him during the fasts are even bigger than the state’s annual plan.

The developmental projects, including roads, flyovers & bridges, projects related to drinking water supply, drainage, health, education, public transport, among others, announced for various cities and districts during Sadbhavana fasts total to Rs41,059 crore.

Compared with this, the annual plan of the state for the current year, i.e. 2011-12, stands at Rs37,152 crore - a staggering Rs4,000 crore less than the projects announced by Modi. The state’s total budget for 2011-12 stood at Rs80,000 crore.

The whopping packages were the highlight of the Sadbhavana fasts, but what is intriguing is that a number of projects announced by the chief minister are already a part of the 2012-13 budgets of different municipal corporations and municipalities.

Moreover, several projects are being funded under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), where 50% of the funds are provided by the Centre, the state government contributes 30%, and the local civic body the remaining 20%.

But, for the remaining projects, there is no clarity about how they would be funded and in how much time they would be completed.

Government officials, however, say the chief minister’s announcements would be included in the upcoming state budget. 

“Provisions are being made for the projects announced by chief minister in the budget to the extent possible,” a senior official said.

A senior official in the chief minister’s office clarified that nowhere had the CM specified the time frame for completion of the projects.

“Some projects would be completed in the next one year, while other projects would take longer - may be even two or three years. The government does not have to make provisions for all projects in the 2012-13 budget,” the official said.

Meanwhile, the Congress  has described the announcements as hogwash.
