Lok Sabha passes two Bills, Rajya Sabha adjourned within minutes

Even as Lok Sabha managed to pass two Bills amid the din and sloganeering, Rajya Sabha failed to transact any business for the eighth day in a row amid uproar by the Opposition over various. Lok Sabha was also adjourned twice but it commenced again at 2 pm to clear two legislations.

As the lower house reassembled at noon, Finance Minister Arun Jaitley presented the Supplementary Demands for Grants for the current financial year, amidst noisy scenes. He also introduced Companies (Amendment) Bill, 2018.

AIADMK member Venugopal raised the issue of Cauvery and said that the Central Water Commission has given approval to Karnataka for the preparation of detailed project report for the proposed Mekedatu reservoir without consulting concerned states. He said the project would affect lakhs of farmers in the Delta region in Tamil Nadu. He said the Tamil Nadu Assembly has passed a unanimous resolution against the reservoir.

On Venugopal's charges that Karnataka tried to push through an irrigation project under the guise of a drinking water scheme, a BJP member from Karnataka Prahlad Joshi said the flow of water to the lower riparian state would not be affected by the new dam. Members from both Karnataka and Tamil Nadu rushed to the Well, raising slogans for and against the dam.

Congress members, on the other hand, continued with their demand for a JPC probe into the Rafale aircraft deal. Earlier, in the morning, Congress, AIADMK and TDP members were in the Well on several issues forcing the Speaker to adjourn the proceedings till noon. TDP MPs demanded special category status for Andhra Pradesh as well as setting up of a steel plant in the state.

The two bills which were passed by Lok Sabha were — the Consumer Protection Bill, 2018 and the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities (Amendment) Bill, 2018.

In the Rajya Sabha, members of the AIADMK and DMK trooped into the Well of the House over Cauvery issue as soon as the House met for the day. Opposition Congress members also shouted slogans and held placards seeking a JPC probe into the purchase of Rafale jets from France. The Muslim Women (Protection of Rights on Marriage) Bill, 2018, was taken up for consideration, Leader of the Opposition in the House Mallikarjun Kharge suggested it be taken up for discussion next week.

Treasury benches countered Congress members with slogans demanding an apology from Congress President Rahul Gandhi following the Supreme Court clean chit to the Rafale deal.

Important Bills are there to be discussed. We have to discuss about (devastation caused by) cyclones (in some states)," he said.
