Mohan panel to work on integrated transport policy

The recently formed committee on transport, headed by former deputy governor of Reserve Bank of India, Rakesh Mohan, will hold its first meeting on Monday under the aegis of the Planning Commission.

The committee is expected to make suggestions for a policy on an integrated transport system to ensure seamless point-to-point transportation across the sector.

In this meeting, deputy chairman, Planning Commission, Montek Singh Ahluwalia, will prioritise few issues. Rakesh Mohan said on Friday.

“To begin with, we will work on a long-term policy for integrated transport with a timeline of at least 20 years,” he added.
Speaking on the key focus for the committee, Rakesh Mohan said, streamlining the policy procedures would be one of the major jobs.

“With the kind of economic growth projections we are looking at, there will also be high growth in the demand of both passenger as well as freight transport, both domestically and internationally. However, now the responsibilities are divided among various ministries. That really raises the need to have an all-encompassing and integrated policy for the transport sector,” he said.

Other major focus areas, according to Mohan, are energy efficiency in the transport sector and greater focus on public and urban transport.

The National Transport Development Policy Committee will also create a policy environment to encourage competitive pricing and coordination between various modes of transport.

The committee will also look into the performance of the public private partnership. It will suggest ways to weed out bottlenecks in the PPP model.

Rakesh Mohan has been appointed professor of International Economics and Finance in the Yale School of Management and as senior fellow at the Jackson Institute of Global Affairs in the Yale University.
