Justice Mukul Mudgal, who was given charge to hold matches at the Delhi's Ferozeshah Kotla ground by the Delhi High Court, on Monday slammed the working of Delhi and District Cricket Association (DDCA), and even suggested the Board of Control for Cricket in India (BCCI) to constitute a "specialised ad-hoc committee" to restore the credibility of the association.

In his final 27-page report submitted before the High Court bench comprising justices S Muralidhar and Vibhu Bakhru, former chief justice of Punjab and Haryana High Court did point out large scale financial irregularities and management by DDCA officials as the root cause for deterioration of cricket standards in the capital.

Justice Mudgal report has particularly pinpointed at the DDCA and BCCI vice-president CK Khanna, who has been ruling Delhi's cricket body for the last 36 years and is being called 'proxy king'.

"He (Khanna) controls a large number of proxies and accordingly has a strong hold in DDCA. He excels in evading responsibility and claiming credit for an achievement by someone else," slammed the report.

In fact, Justice Mudgal has even raised finger over Khanna's election as BCCI's vice-president from Central Zone. "He craves for every photo opportunity and has not even the slightest of interest in promotion of cricket in Delhi," the report cited inefficient DDCA administration as root cause for Delhi cricket's deterioration over the years.

"Delhi, which has given several great cricketers to Indian team including the present (Test) captain (Virat Kohli), now languishes in the second tier of Ranji Trophy. A restoration of Delhi cricket to its erstwhile glory may not be possible with Khanna controlling affairs of DDCA," said the report.

It is important to mention here that DDCA was represented by senior counsel Gautam Dutta, who had made several complaints against Khanna in the past. It was only after Khanna used his "proxy" influence to include Dutta in the DDCA's legal cell that there has been a sudden change of heart and the later withdrew his complaints.

Not just Khanna, Justice Mudgal has even called for abolition of DDCA's notorious Sports Working Committee (SWC) to end corruption at every level including selection of teams. The SWC was first formed to run the cricketing activities of the Delhi-based clubs about two decades back.

The report has suggested that the SWC should be represented by five retired men or women international or national cricketers of credible repute along with two each from affiliated and institutional clubs and a senior coach.

At present, all 10 SWC members are only being elected from clubs and are blamed for promoting their vested interests in selection of players and team officials.

This is the reason why Justice Mudgal has suggested that "selection process must be fair and transparent".

"All selected candidates must fill a form which must also specify their relation, if any, with any person concerned with DDCA," the said disclosure must be made public as per the report.

HC bench also ordered a copy of report to be sent to BCCI before fixing the next date for hearing on August 22.
