The Maharashtra cabinet on Tuesday approved changes in the Public- Private Partnership (PPP) scheme under the Pradhan Mantri Awas Yojana. As per the changes, state-run housing agency MHADA will collaborate with private landowners to implement the Pradhan Mantri Aawas Yojana (PMAY) in urban areas.

Private landowners having more than 10 acres of land are eligible to participate in the scheme. Of the total housing units 35% will be given to the land owners and 65% to MHADA. The land owners will be given the option of taking either the housing units or cash.

This model will help construct a huge stock of housing units and sell them at an affordable rate through lottery.

According to the amended scheme, those who have non-litigated and title clear plots in the Mumbai Metropolitan Region, CIDCO, MSRDC, NAINA, Pune, Nagpur, and Nashik-Aurangabad municipal limits, can approach MHADA or the authorities concerned to develop their plots.

"We will bear all expenses of this project. As per the agreement, developed houses will be sold through MHADA lottery. It will be the responsibility of the government to get all permissions for development of plots. We will start taking the under-construction booking. The revenue earned in this scheme will be shared by the government and the landowner," said Sanjeev Kumar, housing secretary, government of Maharashtra.

Under this scheme, homebuyers will have to pay only Rs 1000 as stamp duty. The floor space index (FSI) of 2.5 will be applicable for this housing scheme under PMAY and one FSI for green zone development. MahaRERA, Development Control Rules, Development Planning Rules and other regulations will be applicable for these projects for the safety of the buyers.

"By 2022, we have set a target of 19 lakh houses. Under Prime Minister Awas Yojana, we have received 75,000 proposals while out of it 25,000 proposals are in the pipeline. We had to come up with this innovative scheme because government-owned land is shrinking rapidly, and we do not easily get open and non-litigation land. Besides, cost of land is quite high. Therefore, the PPP model will help get land as well as provide houses to the end user at affordable rates. Moreover, land owners have lost trust in the developer and developers have no money to undertake big affordable housing projects. In this scenario, the PPP model will work out successfully," said Sanjeev Kumar.
