BJP's Yogesh Sagar is best MLA: Survey

Retains top spot for 2nd time in a row; Cong's Amin Patel & Madhukar Chavan in top 3.

BJP MLA Yogesh Sagar has been rated the best MLA for the second time according to a report card prepared and released by a city-based NGO, Praja Foundation.

Mumbadevi MLA Amin Patel (Congress) has been rated as the second best, while Byculla MLA Madhukar Chavan (Congress) taking the third spot among the 32 MLAs chosen for the survey.

Of the 36 MLAs representing the city, the NGO excluded four of them — Suresh Shetty, Arif Naseem Khan, Sachin Ahir and Varsha Gaikwad — from its survey since they are ministers and hence cannot ask questions in the legislature.

Kalina MLA and former city Congress president Kripashankar Singh has been rated last among the 32 MLAs, as he is facing charges of owning assets grossly disproportional to his known sources of income. The charges were contained in a PIL filed by an activist, Sanjay Tiwari.

The MLAs have been rated on quantitative and qualitative perception-based parameters such as quality of questions asked in the assembly, number of questions asked, attendance, clean criminal record, perceived least corrupt, perceived accessibility for the public from relevant constituency and perceived performer for the constituency.

The foundation claimed that the quantifiable data has been accessed through RTI applications over the year and also commissioned a research agency Hansa Research to do a scientific-statistical survey to gauge the public perception of the MLAs on the above parameters.

What came as a surprise was the drop in rating of MNS Vikhroli MLA Mangesh Sangle, who, from last year’s 2nd spot, is now in the 20th position. According to the report, the drop in ratings is due to the filing of a new charge sheet, less attendance and perceived inaccessibility.

Similarly, Andheri west Congress MLA Ashok Jadhav has moved up in ranking from the 22nd to the 5th spot after criminal charges against him were dropped. Bhandup MLA Shishir Shinde (MNS), who was in 19th position, went down to the 26th after new criminal cases were registered against him. He was also perceived to be inaccessible.

Shiv Sena Goregaon MLA Subhash Desai, Congress Mumbadevi Amin Patel, Congress Kandivali east MLA Rameshsingh Thakur and Congress Versova MLA Baldev Khosa have been voted as Mr Clean as per the report card.

The title of Mr Clean is given to those who have a clean criminal record and are also perceived to be less corrupt.
