Maharashtra: Model RFP for IT procurement issued

The government has issued notification in this regard on September 20, a day prior to the announcement of state assembly election schedule by the Election Commission of India.

Maharashtra government, in a bid to streamline the IT procurement through online tendering platform, has issued model request for proposal (RFP). This is to make the procurement process simple, more transparent and it adheres to government rules, notifications, regulations and latest e-governance standards and thereby expedite a slew of IT and e-governance projects. The government has issued notification in this regard on September 20, a day prior to the announcement of state assembly election schedule by the Election Commission of India.

The model RFP was necessary as all government departments are procuring IT goods and services for projects including direct benefit transfer (DBT), Mahanet, CM Dashboard, Urban Mahanet, Smart City project, block chain, data interoperability and standardisation and digital services delivery.

State IT department officer told DNA that the model RFP has been prepared in consultation with various stakeholders including National Association of Software and Services Companies (NAASCOM), IT industry and consultants. The RFP is also for cloud based procurement including stand alone cloud (Saas, Paas, Iaas) and cloud implementation projects. This is in line with the Cloud First Strategy of the state government.

''The model RFP has been issued in three parts which include guidance notes for selection of implementation agencies, templates for selection of implementation agencies and contract agreement for selection of system integration and implementation agencies,'' the officer said. He informed that model RFP also focuses on sensitising the bid management teams on good practices, harmonise and standardise various clauses and terms and conditions.

Further, the government has made it amply clear that any deviation from the recommendations made in the model RFP will have to be approved prior to the issuance of the It services, products and cloud. The deviations will to be approved by the state Directorate of Information technology or competent authority recognised by the former.
