Who is IAS Rinku Dugga, transferred over stadium row last year, now compulsorily retired by govt?

Last year, IAS Rinku Dugga along with her IAS husband Sanjeev Khirwar, landed in a controversy after a newspaper report that they emptied a stadium of athletes in Delhi to walk their dog. Soon after the news went viral, the Centre had transferred the duo out of Delhi. And now, IAS Dugga has been compulsorily retired by the government, sources said on Wednesday, PTI reported.

Who is IAS Rinku Dugga?

IAS Rinku Dugga is a 1994-batch AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) cadre officer. The 54-year-old was currently posted as Principal Secretary, Indigenous Affairs in Arunachal Pradesh. Her husband IAS Khirwar is also a 1994-batch IAS officer and is currently posted in Ladakh. 

Dugga has been retired compulsorily under the Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) Pension Rules, 1972 after an assessment of her service record, the sources said. The government has the right to retire any government servant "if it is of the opinion that it is in the public interest to do so", they said.

Last year, it was claimed that for the IAS couple to walk their dog in a Delhi stadium, the athletes and coaches etc. were removed from the stadium at 7 pm. The couple used to walk the dog on the track built for athletes. However, the duo had clarified that they used to go there only after the stadium was closed.

After the news went viral, the central government immediately transferred Sanjeev Khirwar and his wife Rinku Dugga out of Delhi. IAS Khirwar was sent to Ladakh, while his wife IAS Dugga was sent to Arunachal Pradesh.
