The Congress on Saturday released its manifesto for Madhya Pradesh Assembly elections, promising reduced rate of electricity for farmers and 'gaushalas' in every gram panchayat among other things.

Releasing the document, which the Congress has termed "vachanpatra" or promissory note, Madhya Pradesh Congress president Kamal Nath said, "We will reduce the electricity bill of farmers by 50%, reduce diesel & petrol prices and open 'Gaushalas' in every Gram Panchayat among other things mentioned in our election manifesto." 

Kamal Nath was joined by senior Madhya Pradesh leaders Jyotiraditya Scindia and Digvijaya Singh in launching the manifesto in Bhopal. 

"Today is a historic day for MP because we are not presenting a manifesto but a promissory note. Today every section of MP is worried and we have created this promissory by taking inputs from everyone," the former Union Minister said. 

The manifesto promises many sops for the farmers including cheaper electricity and farm loan waiver. The Congress has also promised a Legislative Council in the state. 

Speaking on the occasion, Scindia said, "Our thinking is positive, progressive and for a new beginning. For the first time, we are bringing out a "ghoshanapatra" but a "vachanpatra" and a "sankalppatra".

The state is set to go to polls on November 28. The counting of votes will take place on December 11 along with Chhattisgarh, Mizoram, Rajasthan and Telangana.

The Congress is trying to seize power in the state which has been ruled by the BJP for the last 15 years. Chief Minister Shivraj Singh Chouhan has been in power since 2005.

Recent surveys have projected a majority for the Congress with C-Voter projecting 116 seats for the party in 230-seat Assembly. 

The C-Voter poll projections gave the BJP 107 seats with a vote share of 41.5 per cent, against Congress' vote share of 42.3 per cent and a simple majority of 116 seats.
