Assault on Chief Secretary: AAP MLA Prakash Jarwal arrested by police

The Delhi police on Tuesday late night arrested Aam Aadmi Party (AAP) MLA Prakash Jarwal in connection with the alleged assault on Chief Secretary Anshu Prakash at Chief Minister Arvind Kejriwal's residence on Monday night.

Jarwal was arrested after he was detained from his residence in Ambedkar Nagar for questioning.

Prakash has alleged that an assault on him at Chief Minister Arvind Kejriwal's residence was 'premeditated' and a 'conspiracy' of all those who were present at a meeting there last night.

In his complaint to DCP (North) seeking action, Prakash alleged that Kejriwal, his deputy Manish Sisodia and 11 AAP MLAs were present at the meeting at the CM's residence where they threatened to 'implicate' him in false cases if the issue of releasing TV advertisements about the AAP government's achievements was not resolved.

Prakash was called by Kejriwal regarding an issue related to advertisements, which were not being released, while the AAP dispensation claimed that the meeting was called to discuss complaints about the distribution of ration.

He also claimed he was roughed up. However, the Chief Minister's office has brushed off the chief secretary's allegations as "bizarre and baseless", while Sisodia has said they are "baseless and ludicrous".

The Aam Aadmi Party also launched a counter-attack on Anshu Prakash, accusing him of working at the "behest of the BJP".

While some AAP MLAs claimed Prakash had made casteist remarks, some party leaders also alleged that they were roughed up inside the Delhi secretariat.

Prakash Jarwal and Ajay Dutt, AAP MLAs from Deoli and Ambedkar Nagar respectively, claimed the bureaucrat made casteist remarks. They too have lodged a complaint against him with the Delhi Police and the National Commission for Scheduled Castes.

After the incident, the chief secretary met Lt Governor Anil Baijal and apprised him of the incident.

The IAS officers association met Baijal today and raised the issue before him.

Since the party has come to power in Delhi, the bureaucracy and the AAP dispensation have clashed on a range of issues.

In December, 2015, when Delhi Home Minister Satyendar Jain suspended two special secretaries, IAS and DANICS (Delhi Andaman and Nicobar Islands Civil Service)officers went on mass leave against the move.
