In what is a major diplomatic victory for India, the man behind several horrific terror strikes in the country, including the 2008 Mumbai attack and the more recent Pulwama attack, Masood Azhar has finally been listed as a 'global terrorist' by the United Nation Security Council's 1267 Sanctions Committee.

The development comes 10 years since India took the first initiative to tag the Jaish-e-Mohammed chief as a global terrorist as a means to freeze his assets, impose a travel ban on him, and effectively paralyse his operations. Interestingly, this was the fifth attempt and it reportedly came through consensus after his listing wasn't linked to the attack in Pulwama.

India's permanent representative to UN, Syed Akbaruddin, said, "It's a significant success, this is only the first step to counter-terrorism," adding, "US, UK, France and many other countries came out to support India's effort."

The UNSC, in its reason for listing, said Azhar is being listed for his association with "Al-Qaeda for participating in the financing, planning, facilitating or perpetrating of acts" indicating association with" JeM.

Calling it a day of pride, Prime Minister Narendra Modi also said, "In our fight against terror, the world stood with us," adding, "This is the entire nation's success."

The Chinese, who have been blocking the move over the last 10 years, also relented after a meeting with involved parties, including Indian foreign secretary Vijay Gokhale last week, and agreed to the designation. Chinese Foreign Ministry spokesman Geng Shuang, said, "After careful study of the revised materials and taking into consideration the opinions of relevant parties concerned, China does not have objection to the listing proposal".

However, defending its ally, Pakistan, added, "Pakistan has made enormous contributions to fighting terrorism, which deserves the full recognition of the international community."

Following the resolution, Pakistan Foreign Office spokesperson Dr Mohammad Faisal, said, "This entails a ban on foreign travel, asset freeze and arms embargo. Pakistan is a responsible state and we will take appropriate action."
