From new manufacturing norms to festival guidelines: What SC said in its verdict on firecrackers

For now, the Supreme Court has not considered a total ban on crackers but restricted its production and sale.

The Supreme Court on Tuesday put several restrictions on the bursting of firecrackers even as it refused a nationwide ban on its manufacturing and sale. The verdict was delivered by a bench of Justices AK Sikri and Ashok Bhushan which had reserved its verdict on August 28.

The verdict comes just before Diwali and amid worsening air quality in many parts of the country, including in capital Delhi. 

For now, the court has not considered a total ban on firecrackers but restricted its production and sale.

The top court issued a series of directions on crackers, including a fixed time period when the fireworks are allowed. This order will apply throughout India.

Here is what we should know about SC order before the Diwali celebrations: 

1- The Supreme Court has banned mixed series crackers (laris), high decibel crackers, and crackers containing lead, arsenic, antimony, lithium, and mercury during Diwali and all religious festivals, New Year celebrations and marriages.

2- Firecrackers already manufactured that do not conform to the above standards cannot be sold in Delhi-NCR. Only green crackers can be manufactured from now on. 

3- Licensed traders alone can manufacture the firecrackers. 

4- Online sale of crackers through Flipkart, Amazon, etc will not be allowed. Anybody found selling crackers online shall be proceeded under contempt and slapped with a monetary penalty.

5-  The top court also asked the Centre to encourage community cracker bursting during Diwali and other festivals in Delhi-NCR and directed all states to explore feasibility of community cracker bursting during festivals. 

6- During Diwali and religious festivals other than Christmas, crackers can be burst from 8 pm to 10 pm only. 

7- For Christmas and New year Eve, time for bursting crackers shall be from 11.55 pm to 12.30 am.

8- If any violations are reported, the SHO of the concerned police station shall be hauled for contempt.
