Describing terrorism as the mother of all disruptions, External Affairs Minister Sushma Swaraj on Wednesday said that terrorism was emerging as major challenge for civilised societies with greater propensity towards radicalisation and support from governments. She said that in the past terrorism was associated with ungoverned spaces, but that was no more a reality. "Terrorism from governed spaces is more dangerous," she said reiterating India's call for zero-tolerance against the menace.

Delivering the first ministerial address on the second day of the Raisina Dialogue organised by the Ministry of External Affairs (MEA) and Observer Research Foundation, Swaraj said that terrorism was no longer a law and order situation, but some countries were using it as an instrument of statecraft.

Swaraj also warned against the threat of proliferation of weapons of mass destruction, saying it is another disruptive element. "While it has its own history, we should not ignore the fact that proliferation threats are encouraged in large measure," she added.
