CBI writes to Antigua Govt through MEA to arrest Mehul Choksi

On its part, Antigua has raised the issue of no red-corner notice against Choksi as reason behind not acting against him

CBI has urged Antigua government to arrest Mehul Choksi in the $2 billion PNB scam. CBI has sent the request to Antigua through Ministry of External Affairs. According to the agency, a red corner notice from Interpol is not needed in this case as already the location of the accused is known. Also the fact that Mehul Choksi is an Antigua citizen is known now. Hence the Antiguan government should promptly arrest the businessman and start his extradition process to India, CBI has demanded in its letter. 

On its part, Antigua has raised the issue of no red-corner notice against Choksi as reason behind not acting against him. Now with this letter, CBI is looking to make a fresh bid to nab the accused in the PNB fraud case. Fugitive Mehul Choksi was given police clearance despite 42 criminal and fraud cases registered against him in Mumbai and Gujarat since 2016.

The  jeweller , a prime accused in the PNB scam, used Police Clearance Certificate (PCC) based on the Police Verification Report to get citizenship in Antigua and Barbuda.  The passport authority did not seek fresh verification report from the Special Branch of Mumbai Police and hence ended up sending an old report that was recorded several years ago during  renewal  of his  passport .

According to the Ministry of External Affairs, "All Passport Issuing Authorities can issue a PCC if there is a clear police verification report (PVR) in the system. As the PVR of Mehul Choksi was clear in the system at the time of issuance of PCC, the process followed by Passport Office in Mumbai was as per extant instructions."

Choksi had two cases in Securities and Exchange Board of India yet he got clearance from the markets regulator. Further, the Interpol sought details about Choksi and the Indian agencies  gives   clean  chit to him even as on July 20, 2016, an affidavit was filed before Gujarat High Court alleging that Choksi was in debt of Rs 9872 crore and he may flee the country.
