Nearly 14 months after the Conditional Access System was introduced in certain parts of the national capital, Delhi government has decided to carry out a detailed study.
NEW DELHI: Nearly 14 months after the Conditional Access System (CAS) was introduced in certain parts of the national capital, Delhi Government has decided to carry out a detailed study to evaluate its performance before extending the facility to other parts of the metropolis.
"A questionnaire seeking response from the CAS users has been prepared as per suggestion from the Telecom Regulatory Authority of India. It will soon be handed out to the CAS users for their opinion," a senior official of the Excise Department said.
The Delhi Excise department has been appointed as a nodal agency to coordinate between subscribers and nine authorised Multi-System Operators.
Depending on the feedback from the users, it will be decided whether or not to extend the facility across the city, he said.
CAS system, controlling the delivery of channels to subscribers who demand and pay for select channels, was implemented in certain parts of the city on December 31, 2006 as per the Delhi High court's directive.
The CAS is now available in South Delhi and parts of Southwest and Central Delhi.
The official also rejected the findings of a survey conducted by a private organisation, Consumer Voice, which claimed that as many as 70 per cent of the consumers "prefer to go back" to the earlier system than opt for CAS.
"It is a private survey which has no authenticity," the official said.
The survey, based on "detailed interviews" with 1,000 subscribers had claimed that every second subscriber feels that expenditure on cable TV viewing has increased after the introduction of CAS in the city.
"The CAS will not be forced on the people but will be extended to other parts of the city only when we are satisfied with its performance," the official added.
The survey is part of the plans of the TRAI, the regulatory authority appointed by Union Government, which has suggested a three-phase roll out of CAS in 55 cities between June 2008 and June 2011 in its consultation paper.
