State only next to Madhya Pradesh in crime

Maharashtra has earned the dubious distinction of being second in having the maximum number of criminal cases in the country. Madhya Pradesh tops the list with 1,89,172 cases. And, while crime is on the upswing, the rate of conviction is lowest in the country. 

Murder, attempt to murder, culpable homicide, dacoity, robbery, dowry deaths, kidnapping and death resulting from rash or negligent act come under the Indian Penal Code. The number of cases in 2005 in the state is 1,87,027, according to the book, ‘Crime in India -2005’. In the subsequent year, the figure rose by 2.5 per cent.

The Maharashtra police is worried, more so because the conviction rate is just 11.6 per cent. While Maharashtra plunges to newer depths every year, Bihar, MP, UP, Rajasthan, Orissa, and West Bengal have better figures to show.

Additional Director General of Police (CID) SPS Yadav said, “In 2006, the conviction rate for IPC offences was 11.6 per cent and that for offences under special local laws was 6.1 per cent. In West Bengal, it was 16.5, Bihar 15.2 and Orissa 14.9 per cent. It has compelled us to introspect.”

Yadav said investigation qualities could be enhanced by making optimal use of modern forensic facilities such as DNA finger printing, brain finger printing, polygraphy, cyber forensic, and voice analysis.

RR Patil, deputy CM and home minister, however, said, “Maharashtra’s crime rate is less than that of London and Paris. The state has also fared better than Delhi and Bangalore.” About the dip in the conviction rate, Patil said, “It is because of the less number of courts and pending cases.”

Another senior IPS officer, who is in central services, said, “Let’s accept it. Poor investigation, inefficient ways of gathering evidence, complete ignorance about legal proceedings and heavy reliance on public prosecutors are but a few of the reasons why we have such low conviction rates.” And Maharashtra police are better paid and have less work load than policemen from other states.
