HYDERABAD: Stepping up pressure on the Congress government in Andhra Pradesh, the Left parties will launch the second phase of their land struggle from Wednesday.

The central leaders of CPI and CPI (M) would participate in the agitation to be kicked off from Mudigonda in Khammam district, the scene of police firing on July 28 that left seven persons dead.

As a prelude to the stir, the CPI (M) is organising a public meeting at Mudigonda on Tuesday in memory of those killed in the firing.

The CPI (M) general secretary Prakash Karat would participate in the meeting and will unveil a memorial for the firing victims.

The party is mobilising a large number of people for the meeting. The police have made elaborate security arrangements in the village.

Meanwhile, the Left parties had yesterday submitted a detailed note to the government on the land commission proposed by them.

They wanted constitution of an independent, seven-member commission with powers of a civil court to oversee identification and distribution of lands to the poor.

They demanded that a non-official be made its chairman and eminent persons with a pro-poor approach and a thorough knowledge of land matters be made the members.

The Commission should monitor implementation of the Koneru Ranga Rao committee on land reforms and also various land laws.

The government has said it would consult legal experts before taking a decision on the constitution of land commission.

The structure of the proposed commission has been a bone of contention between the government and the agitating Left Parties.

While Left Parties have been demanding an autonomous commission, the government has appointed a special commissioner, under the administrative control of the Chief Commissioner of Land Administration (CCLA), for the purpose.

The first round of talks with CPI and CPI (M) leaders, held on July 27, had failed to break the deadlock over the composition of the commission.

Another point of disagreement was over implementation of the recommendations of a high-level committee, headed by Municipal Administration Minister K Ranga Rao, on land related issues.

The Left Parties wanted the report to be accepted in toto, the government issued an Order for implementing 74 out of the total 104 recommendations while the rest were referred to a cabinet sub-committee for a detailed examination.
    
A day after the talks collapsed, the Left Parties organised a state-wide shutdown on July 28 that witnessed violence at Mudigonda leading to police firing at a mob of Left supporters.
