Keeping with his initiative to streamline the process of clearing upcoming residential projects in the city, municipal commissioner Subodh Kumar presented a new framework for new constructions  to chief minister Prithviraj Chavan on Tuesday.

The presentation highlighted the limitations of the current system which eventually requires the intervention of the commissioner’s office for giving discretionary clearances under section 64-A of the Development Control Rules (DCR).

“We have given the facts and recommendations to the government and now it is for the state to take a decision,” said Subodh Kumar, adding that it was he who conceived the idea of doing away with the need to use discretionary powers if a proper system is put in place.

The new framework will clearly outline every parameter that a developer will be required to follow and after all criteria is met, the officials from the Building & Proposals Department will directly give the sanction for the complete plan.

The move will also bring transparency in working of civic departments.

As much as the proposal is a forward thinking initiative, the developer fraternity is skeptical about its implementation, albeit off the record. “Just because one commissioner wants to relinquish his powers, doesn't mean that others in the corporation and the state government will want to compromise their position of power,” said a developer.

He added that the prevailing system of clearances-for-consideration is a well-oiled machinery operating from the junior-most civic official to the top offices in the government.

“We will only be too glad if the single-window clearance system is implemented, but we doubt if it will see the light of the day anytime soon,” the developer said.

The developers maintain an optimistic stand. “It is high time the DCR rules are overhauled and the civic chief’s efforts are a step in the right direction,” said Paras Gundecha, president, Maharashtra Chamber of Housing Industry.
