Pune's Anand Park residents’ perseverance pays off

After regular follow-ups, the residents of Anand Park Society in Aundh got a verbal commitment from the Pune Municipal Corporation (PMC) that their amenity space would be restored to them.

The amenity space for the Anand Park Society was allegedly sold twice by the builder and now houses the Anand Ban Club. Residents of Anand Park claim that when they were investing in their plots, the amenity space was assured to them according to the development control (DC) rules.

For every residential colony sanctioned, the DC rules require that the developer set aside 10% of total area under development for a recreational ground and a park. This was applicable even to the Anand Park area.

“Every plot owner knew that the open plot was sold to them along with their plot, as an amenity space, and they had already paid the price for it,” explained Harish Vora, who is one of the first members to reside in Anand Park in 1967.

When Vora came to know that an illegal club was being built on their open space, he acted before the construction started. The residents used the open space till 1993 after which they they came to know that the open space is going to be enclosed by a compound wall. According to Vora, “In contravention of the DC rules, the PMC’s building department approved the plan for a clubhouse by the private party.’’ The club charges a hefty membership fee.

Since 1993, Vora, a representative of the Anand Park Residents’ Association (APRA), has been in correspondence with the PMC. In 1993, APRA filed an objection with the PMC asking it to cancel the building permission, being in contravention of the rules and asked the PMC not to issue a completion certificate. But this was not heeded to by the civic body.  Finally, on Lokshahi Din, January 2, the APRA received a verbal oral commitment from city engineer Prashant Waghmare and additional city engineer Vijay Kharwadkar that within two weeks, they will make necessary efforts to restore the amenity space.
