Alleging that the state is hiding a lot of things pertaining to circumstances that led to the custodial death of 28-year-old Swapna Salvi in 2010, the National Human Rights Commission (NHRC) has summoned Chief Secretary of State JK Banthia with the requisite report on March 13.

On April 2, 2010, Swapna, who was involved in a credit card fraud case, had hanged herself in the detention room of Goregaon (E) police station.

Suhas Chakma, director of Asian Centre for Human Rights (ACHR), who has been fighting for this case since the past three years, said, “The state has not given any explanation for the circumstances that led to her death. The state secretary was asked by NHRC to appear or send a report on this case on February 7, but the order was not followed.”

Saying that a judicial inquiry report and post-mortem report as per NHRC guidelines are yet to be submitted, Chakma further alleged, “The state is trying to hush up the matter.”

However, JK Banthia said, “I’m unaware of the fact that NHRC has summoned me. The letter must have gone to the Home ministry.”
