Technology to locate ministers

The use of technology would provide a sigh of relief to Parliamentary Affairs Minister Girish Bapat at least during the Monsoon Session. The Government has faced embarrassment time and again during the Budget Session on the floor of the House for the want of presence of Cabinet Ministers leading to adjournments.

The use of technology would provide a sigh of relief to Parliamentary Affairs Minister Girish Bapat at least during the Monsoon Session. The Government has faced embarrassment time and again during the Budget Session on the floor of the House for the want of presence of Cabinet Ministers leading to adjournments.

During the proceedings of the House, it is generally expected that two Cabinet Ministers or at least the Minister having the charge of the subject being discussed in the House is present in the House. To ensure this, Parliamentary Affairs Minister prepares a rota or roaster for the Ministers and allots them specific time to remain present in particular House, be it state assembly or the legislative council. Due to visitors, some meeting or some other work, if Ministers miss the time table, Government faces embarrassment which has happened repeatedly during the Budget Session.

Despite the fact that the Minister Girish Bapat has deployed a special team of 5-6 persons to avoid embarrassment on the floor of the House during the Budget Session, it has proved futile. The Government had to face wrath for absence of Cabinet Ministers in both the Houses of state assembly in the last week of the Budget Session. Bapat had told DNA after first week of the Budget Session that he has deployed a special team of staffers to locate Ministers so that some or the other Cabinet Minister would be present in either of the Houses.

Both the Houses of state assembly had witnessed adjournments during the first week when the Opposition had made absence of Ministers, an issue and had pointed it out to the Chair in both the Houses leading to adjournments. To explore ways and means to ensure presence of concerned Ministers Bapat has decided to deploy state of the art technology. Sources informed that Bapat has decided to take help by developing a software so that the concerned Ministers who are supposed to be in either of the Houses would receive a loud beep or indication in their own chamber in the Minister's room in Vidhan Bhavan.

The Mega-alliance Government led by Chief Minister Devendra Fadnavis has a Cabinet of 30 Ministers with 20 Cabinet Ministers and 10 Ministers of state (deputy to Cabinet Minister). As per the constitutional provision, Fadnavis Government can have maximum42 Ministers and it is likely that Cabinet expansion would be effected any time after April 10 when the Budget Session comes to an end and before the Monsoon Session. At present lesser number of Cabinet Ministers is also one of the reasons for Government embarrassment in the House for the want of Ministers. Bapat expressed confidence that there would not be any adjournment for the want of Cabinet Minister in any of the Houses during Monsoon Session.
