Maharashtra human rights panel asks state to explain delayed funding to HIV programme

The Maharashtra state human rights commission (MSHRC) has taken sue-motto action on erratic funding in the state's HIV programme and the drug stock running out. The panel has asked the state government to reply on the matter.

"With the media reports on shortage of condoms, drug stock outs and targeted intervention programmes being hit due to cash crunch, we have asked the Maharashtra state AIDS control society (MSACS) and Mumbai district AIDS control society to submit a report," said MSHRC chairperson justice SR Bannurmat.

Until last year, the funds were directly sent to MSACS, but delay in funds started after National AIDS Control Organisation (NACO) was brought under the National Health Mission (NHM) and the money was sent to the state finance department for clearance, before being distributed. The delay in funds from NACO has led to attrition of disoriented workers associated with NGOs involved in HIV awareness programmes, who have started seeking greener pastures.
