Maharashtra government to regulate app-based cab services

The state transport department will be coming out with a notification to regulate app-based taxi services like Ola, Uber and Taxi For Sure within a fortnight.

"The state had decided earlier that it will wait for the Centre's regulation on them, but it has now emerged that that will take some more time. Hence, the state will come out with a notification for having a level playing field of all kinds of taxi services in Maharashtra," said Sonia Sethi, transport commissioner.

In the last fortnight, the Delhi government had come out with a notification — City Taxi Scheme 2015 — to regulate old taxi services as well as the new ones that have emerged in the last couple of years.

Sethi added that the new players — Taxi For Sure, Uber and Ola — will have to apply for a licence to operate their services, besides individual cab owners or drivers too needing a permit, similar to that of a taxi permit issued to black-and-yellow cabs, cool cabs and fleet taxis, as per the provisions of Motor Vehicles Act.

The taxi permits issued by the state have guidelines on engine capacity, electronic fare meters, and fare chart among other things, and are regulated by the transport authorities, which isn't the case for app-based cab services.
Aggregators have been operating cab services by having 'tourist permit' for vehicles and not 'taxi permit'. The law is silent on aggregators, thus creating a loophole for such operators.

A meeting was held on Tuesday, with minister of transport, additional chief secretary and transport commissioner brainstorming on what guidelines should be included for the notification.

Union leader detained
The leader of Swabhiman Taxi-Rickshaw Union was detained by the Kherwadi police on Tuesday. There were incidents of some taxis being damaged during the first half of the day as they were plying despite the call for a strike.
