Civic body to use force to evict people from rundown buildings

The Brihanmumbai Municipal Corporation (BMC) is set to forcefully vacate at least 10 extremely dilapidated buildings in Kurla and Sakinaka areas by next month.

"The L ward of BMC has a total 94 extremely dilapidated buildings. Civic officers will identify the buildings which have visible cracks via inspection and then give those the 'highest risk' alert for fear of these collapsing during heavy rains. Tenants of these buildings will be forcefully evicted with the help of police," said Bharat Marathe, Deputy Municipal Commissioner (DMC). The action will be start after April 18.

After the Bhendi Bazaar incident where the 117-year old Hussaini building collapsed last monsoon killing 33 people, BMC chief Ajoy Mehta had ordered all zonal DMCs to vacate 104 extremely dilapidated buildings in Mumbai by May 2018. Most of these buildings are in L ward — Kurla East, Kurla West and Sakinaka area. Extremely dilapidated buildings fall under C-1 category which are beyond repairs and demolition is the only option.

Of all the 94 C-1 category buildings identified in L ward, electricity and water supply has already been disconnected. But people continue residing in the buildings. "It is mostly due to disputes between owners and tenants, and also hopes that the buildings may be taken up for redevelopment that the people do not vacate. But after the High Court's order that these buildings must be vacated, we can now forcefully evict tenants. At least 10 per cent of the 94 C-1 category buildings in Kurla, Sakinaka will be forcefully evicted," Marathe said.

According to civic data, out of the 664 dilapidated buildings, 99 buildings have been demolished. With 101 buildings already vacated, BMC is taking the necessary action for the remaining 434. Out of these 434 dilapidated buildings, the Supreme Court has given stay order on 180, and action is being taken on 36 buildings as per Technical Advisory Committee's suggestions.
