Cases worth Rs 81 crore filed by Maharashtra government till March '14: CAG report

The latest CAG (Comptroller and Auditor General) report on Maharashtra reveals that the state government reported 360 cases of misappropriations, losses, theft, defalcations, etc involving Rs81.24 crore till March 2014, on which final action was pending. Agriculture, animal husbandry, and fisheries department top the list with 83 cases. Water resources department came in second with 72 cases.

As per the law, any misappropriation, fraudulent withdrawal/payment, etc is to be reported immediately by the office concerned, to the high authorities.

The CAG report points out that of the total 360 cases reported; 102 cases involved theft, while 258 cases were related to misappropriation/loss of material. Describing the reasons for at which each of these cases are pending, the report states that departmental and criminal investigations are awaited in 168 of the cases.

In 54 cases, orders for recovery or write-offs are awaited. Similarly, another 83 cases are pending in the courts.

The government's financial audit watchdog stated that the government's compliance to various rules, procedures and directives are lacking in various departments. "There were instances on large outstanding cases of losses and misappropriations, for which departmental action was pending since long," stated the CAG.

The CAG's summary report also read: "Departmental inquiries in respect of all fraud and misappropriation cases should be expedited to bring the defaulters to book, and internal controls in all the organisations should be strengthened."
