UMTA in Jaipur remains confined just to papers

Establishment of the UMTA has been proposed by the government of India to ensure sustainable development at all cities of over 10 lakh population.

An Unified Metropolitan Transport Authority (UMTA) in Jaipur remains confined to papers despite a desperate need expressed by urban planning experts. These authorities are envisaged to regulate development and manage transport services under notified urban mobility area. 

Establishment of the UMTA has been proposed by the government of India to ensure sustainable development at all cities of over 10 lakh population. Jaipur fits in the population criteria and has two major transportation projects under development including the Bus Rapid Transit System (BRTS) and metro train. 

A  bill for the constitution of such authorities at Rajasthan got drafted in 2016, it though could not be tabled at the assembly even as its current session comes to the end of its tenure.

“An umbrella organisation to manage upon transport services and guide upon the development of city remain eminent. The process of its establishment though remains pending for various reasons,” says an officer at urban development. 

Development of transportation component at Jaipur remains majorly under seven different departments. All of these prepare individual plans and lack of coordination makes impairs the efficiency of these plans. In addition, there are over a dozen government agencies that have their influence extended on the development of the transportation facilities as there remains no common law regarding the urban transport management. 

“A single agency, such as UMTA, can be better placed to manage existing institutional gaps and overlaps among various agencies,” states the draft for UMTA, Jaipur. The unified transport authorities are to be constituted at all the major urban areas while a unified transport fund has to be established for all cities. However, in absence of the legal framework in the state, the process for constitution gets delayed till the next assembly comes to a session.
