Hawkers can pay and get premium space to do business

Cept proposal says this will help regulate use of space in Hawkers’ Zone.

Hawkers may soon be able demand premium space for business with the introduction of city level policy for street vendors. They will just have to pay a higher licence fee to get the premium space. The city level policy for street vendors aims to make the informal sector a crucial part of the organised road activity in the city.

The higher fee for premium space is one of the many proposals put under the city level street vendor policy by Centre for Environment Planning and Technology (Cept).
Professor and head of the department of housing at Cept University, Madhu Bharti said the move to introduce paid license will not only regulate space for unorganised sector but will also gather data for the Ahmedabad Municipal Corporation (AMC).

"When separate space for Hawkers Zone is being considered in the city, we propose to introduce a system where premium space in the zone might be provided according to the license fee they pay," said Bharti.

She said for example in different fee categories a hawker can opt to pay more money and get premium space for business within the area permitted for them to do business.
For example, if a hawker prefers to pay Rs1000 - which may be the highest fee -to the civic body, he will get space at a point, i.e entry point of hawkers zone, where he will be able to get better business.

To balance implementation of such norms, the Cept University team has proposed to form a city level committee.

"Ideally, a committee is formed where members of urban local body (AMC- AUDA), police, traffic police, representatives of hawkers and representatives of denizens come together to implement the policy," said Prof Bharti. The move will help in understanding the different perspective in implementation of such policy.

Cept's estimate says, there are around 80,000 vendors in the city and majority of them are in the eatery business. If one is to take into account the density, then the walled city has majority of the hawkers who come from across the city.
