The Brihanmumbai Municipal Corporation (BMC) will now on give approvals to builders in 60 days, instead of the existing one year. It will also cut down the number of approvals from 119 to 58.

These two moves are part of the civic body's 'construction permit guideline manual', which was released on Saturday by chief minister Devendra Fadnavis and BMC commissioner Ajoy Mehta, in the presence of mayor Snehal Ambekar.

Fadnavis also said that the government has decided to appoint a housing regulator by March 2016.

The guidelines will not only boost the real-estate industry, but will also help in bringing down rates. These changes are meant to make the city a business-friendly destination and improve its rating in the ease of doing business index.

"Earlier, Occupation Certificates (OCs) and Completion Certificates (CCs) were given separately but now they will be given at one go. Also, the approval of plans submitted by developers and the approval for construction of plinth are proposed to be given in 21 days," said Fadnavis.

Fadnavis said that the need of the hour is to make Mumbai a finance centre.

For this, all state government officials, like the Mumbai Metropolitan Region's secretaries, collectors, municipal commissioners and engineers will be asked to meet every month. He also stressed on the urgent need for amendments to the Urban Land Ceiling Act.

Fadnavis said that an international-level workshop will be organised to attract investments for the Make in Maharashtra and Make in India projects between February14 and 17.

Parallel Process
Existing: Approval /NOC/Remarks moved serially
New: They will move parallel, cutting down time for final approvals

Reduction in Approval Layer
Existing: Approval /NOC/Remarks given in multiple stages, leading to repetitions
New: They will be given for full project life

All Payments at One Window
Existing: Scrutiny fees, other payments made at 89 stages/locations with individual departmental calculations
New: All payments will be auto-calculated during submission of application and payments will be accepted at one location. Online payment will also be introduced

Reduction in Scrutiny Stages
Existing: Done at multiple levels and changes are made in the reports accordingly
New: Done only in two parts

Third Party & Self Certification
Existing: All certifications done by BMC
New: Internal Solid Waste Management, Plumbing, Electrical and Mechanical remarks will be accepted from consultants. Self-certification for certain services will be accepted.
