Promising to replicate her "UP model" of social engineering in Delhi, BSP Chief Mayawati on Saturday accused Sheila Dikshit government of being "corrupt" and not doing anything for migrants to the national capital.

Addressing a big poll rally in Nanakpura in South Delhi, Mayawati said BSP will ensure the welfare of "sarv samaj" which is inclusive of people from all castes and religion.

"If you want the same development to take place in Delhi like UP where we built houses for poorest of the poor and gave employment to youths, then vote for BSP. If you want to live with dignity and not allowances, then support us," she said.

BSP had emerged as the third largest party in the last Delhi assembly election in 2008 with a 14.05% vote share. While its two candidates had won, the party is hopeful to win more seats this time around.

The party has fielded candidates in 69 constituencies out of total 70 seats.

Optimistic of improving its vote percentage in the Delhi polls, she said BSP follows the policy of "Sarv Jan Hitay, Sarv Jan Sukhay (welfare for all, happiness for all)." "I want to make its clear that we are contesting from all seats in Delhi assembly election on our own strength and have not entered into any agreement of any sort with any party," she said.

Accusing Congress of doing nothing for migrants, Mayawati asked the people to defeat the "corrupt" Congress which is in power in Delhi for the last 15 years.

She said the party has given tickets to candidates from all sections of the society.

Striking a chord with people from marginalised sections of the society who formed the major part of crowd at rally, Mayawati promised to provide them two-bed room flats free of cost and permanent jobs to unemployed youth, if voted to power.

"Our party does not believe in releasing manifestos like BJP and Congress and make false promises. We believe in doing rather than making promises. We will not only regularise the illegal colonies but also replace jhuggis with two-bed room flats free of cost.

"We will not give allowance to unemployed youths from weaker sections but provide them permanent jobs in government and private sectors. We have done this in UP and gave jobs to lakhs of people," said Mayawati.

She alleged successive Congress and BJP governments at the Centre and Delhi have ignored migrants, minorities and people belonging to economically weaker section and there has not been any significant social and economical development of people from "Sarv Samaj", especially those from SC, ST and other backward castes.

"They are still facing poverty and unemployment on a large scale and because of this they migrate from their native places to others states in search of jobs and livelihood. But the respective governments have always meted out step-motherly treatment to them," said Mayawati.

Targeting Congress for rising prices and corruption, Mayawati alleged even for getting small work done, people are forced to pay bribes.

Corruption level has also gone up in the last few years and now pervades all departments. For getting even a small work done, people are being forced to pay bribes, Mayawati charged.

She targeted Congress for "deteriorating law and order situation" in Delhi and claimed her government had taken strong steps against criminals irrespective of their religions and castes.

"We will upgrade law and order situation in Delhi and create such an environment that our daughters can freely go outside even during night without fear," said Mayawati.

Projecting strict law and order situation as its biggest strength, Mayawati criticised Samajawadi Party for Muzaffarnagar riots.

"We protected everyone's life and religion during our government and even in worse situation did not let any riot take place in the state. It is our biggest achievement and will provide that same rule of law in Delhi also," said Mayawati.
