A Special Session of the Delhi Assembly was held on Tuesday to discuss the notification issued by the Ministry of Home Affairs (MHA) that Lieutenant Governor Najeeb Jung has primacy in postings and transfers of officers belonging to central services.

The two-day session has been called to deliberate on Centre's notification giving absolute powers to the Lieutenant Governor in appointment and transfer of bureaucrats and issues of police and public order.

The Arvind Kejriwal-led Aam Aadmi Party (AAP) Government is expected to push for full statehood for Delhi and may call for a referendum during the session.

Delhi Assembly special session begins

The AAP government today moved a resolution at a special session of the Delhi Assembly against the Centre's notification giving absolute powers to the Lt Governor on transfer and postings of senior bureaucrats and restricting the Anti-Corruption Bureau from probing central government employees.

Moving the resolution, Deputy Chief Minister Manish Sisodia said issuance of the notification was an "insult" to the "biggest mandate" the people of Delhi had given in the assembly polls.

Alleging that the notification was in violation of the Constitution, he said government has presented the resolution before the House as attempts are being made to "curb rights" of a democratically-elected government.

"Tomorrow the central government can say that you don't have control over the sources of water so you can't supply water to the city," Sisodia said, adding "The issuance of the notification is an insult to the biggest mandate of Delhi's people."

In the notification, the Centre gave absolute powers to the LG in appointment of bureaucrats while also clarifying that he need not "consult" the chief minister on subjects like police and public order.

The ACB of the Delhi government has also been barred from registering any case against officers and political functionaries of the central government. However, the Delhi High Court yesterday ruled that the ACB has authority to probe central government officials, including Delhi Police personnel.

"Delhi was plagued by corruption. People have given us a massive mandate to run the government. This government has taken corruption head on and achieved unprecedented success. The Centre is trying to thwart Delhi government's attempts. The ACB has done unprecedented work in the last 100 days despite several odds," Sisodia said.

Delhi Chief Minister Arvind Kejriwal meets Lt Governor Najeeb Jung.

In the meeting which lasted for around 20 minutes, Kejriwal apprised Jung of the High Court ruling about the powers of the Anti-Corruption Bureau (ACB) and his views on the issue, sources said. This is the first meeting between two since the confrontation began.

Deputy Chief Minister Manish Sisodia and Chief Secretary K K Sharma acompanied Kejriwal.

The Ministry of Home Affairs (MHA) issued the notification on Friday, saying that Lieutenant Governor Jung has primacy in postings and transfers of officers belonging to Central services.

On this, Delhi Chief Minister Arvind Kejriwal had reacted strongly to it, saying that the NDA Government at the Centre was trying to run the national capital through the 'backdoor'.

Meanwhile, a day ago, in the midst of his bitter tussle with the Lt Governor, CM Kejriwal resolved to take back Delhi government's powers from the Centre within the current term and said the city can be granted full-statehood within 10 days, if Prime Minister Narendra Modi wants.

In an address at an "open cabinet" to mark 100 days of AAP government, Kejriwal said the Centre's notification giving absolute powers to the Lt Governor reflected its "dictatorial attitude" and accused the BJP led government of taking revenge against people of the city for handing the party a crushing defeat in the assembly polls.

"The fight to liberate us is on alongside work. This fight will continue and I hope that in the next five years, we will get back the powers that the Centre has taken from Delhi," he said.
