The drug enforcement agencies have found that heroin trafficking from Southwest Asian countries is now becoming more frequent through Jammu and Kashmir and Gujarat. As per Narcotics Control Bureau, last year 1,017.23 kg of heroin was seized from Gujarat and 207.46 kg was recovered from Jammu and Kashmir. In Punjab, the seizure was 406.03 kg.
The agencies state that the Southwest Asian origin heroin (white and brown mostly) enters India through the Indo-Pak border. It has a higher level of purity and it amounts to 48 per cent of total heroin seized in India in 2017.
"Recent trends of increase in maritime trafficking of Southwest Asian heroin is taking place through sea route," said a senior Narcotics Control Bureau (NCB) officer.
International airports in New Delhi, Mumbai and Chennai are widely being used by traffickers. Interestingly, many couriers from South American countries have also started pumping heroin into India.
The officer said that last year 7,069 cases related to heroin trafficking were registered across the country. In 2016, 4,565 cases were registered and 3 in 2015, 931 cases.
Furthermore, the agencies also said that Europe and Canada are main suppliers of heroin in India. It was also pointed out that to contain the situation the government sanctioned 330 extra posts for NCB. Also, in 2017 a scheme for "Assistance to States" was revived for three years 2017–2020, with allocation of Rs 21 crore.
The bureau has also revised the reward policy. "The higher rewards should motivate the officers and informers working for drug law enforcement," said the officer.
